Retrieve a list of available formation packages for an entity-type and state combination. Use the returned packageId and productId values when building a POST /create-order request body.

Query parameter naming note: this endpoint takes entityType and state as query strings, but the equivalent fields on POST /create-order are businessStructureType and businessStateInitial (different names). Using the body field names as query strings here returns a 400.
